In this issue of SPLQ we have chosen to take a look at how in the Nordic countries we use the government means at our disposal to encourage and advance developments in the municipal public and school libraries. There are several models, but common to them all is the fact that strategic thinking on behalf of government authorities plays a definite role.

In the articles we have wanted to emphasize different aspects of the process from apportioning the money to subsequent reporting and dissemination of project experiences. How to make best use of the money? How to exploit the knowledge gained in the best possible way and to the benefit of as many people as possible? We hope our experiences and reflections can provide some useful inspiration.
