Answer from SPLQ
I have now spoken to our legal adviser who
tells me that according to copyright law, it is necessary to get
the author's permission to translate his work/article in each
particular case.
If you let me know which articles you would like to translate and
subsequently publish in your review, I will contact the author(s)
and hopefully obtain their permission.

congratulate you with your internet version of SPLQ. The Scandinavian
Public Library Quarterly has always been a wonderful source of
information to me and I do regard your journal as one of the best
library journals in the world.
I was unable, however, to access the PDF version. So by the way, our
publication the
Cape Librarian,
is the only (as far as can be
established) electronic library journal in Africa.
